I am not sure if this is the problem, but make sure you have applied all the patches on your new install. I recall having some very strange error messages when I re-installed forms, and it turned out that there were problems with the level of the creating forms application and the new install (one had been patched, and one had not. You can use xp_mode.the advantage of using xp_mode is that you do not need an windows xp cd to do the install You can also install Sun Box which is another virtual machine or install any other commercial VM but you would need a XP CD If your Windows 7 is not Professional or Ultimate you can upgrade at a cost.
